The District posts its significant active contracts and agreements here so ratepayers can see how District money and property are committed. Each posted agreement is a copy signed by all parties. Pages with private information, such as bank, tax ID or personal identification details, have been left out.

Professional services

• General Manager Professional Services Agreement — Dynamic District Solutions, LLC (PDF). July 1, 2026 – June 30, 2027.
• Legal Services Agreement — Prentice | Long, PC (District Counsel) (PDF). July 1, 2025 – June 30, 2028, with two optional one-year extensions.
• Bookkeeping and Payroll Engagement — Fechter & Company, CPAs (PDF). Effective December 10, 2025; continues until ended by either party with 45 days’ notice.
• HR Consulting Agreement and First Amendment — CPS HR Consulting (PDF). Original agreement August 2025; the amendment extends the term to June 30, 2029.

Construction, equipment and repairs

• Emergency Tank Repair Contract and Change Order No. 1 — Superior Tank Solutions (PDF). Old Tank emergency repair, August 2026. Change Order No. 1 approved by Resolution No. 464 on October 2, 2026.
• Equipment Lease-Purchase Agreement — Auxilior Capital Partners (PDF). Financing for the Bobcat skid steer loader approved by Resolution No. 457, September 2026.

Leases of land and buildings

• Airport Land Lease — County of Plumas (PDF). Ground lease for the District office site at 251 Chester Airport Rd., May 5, 2009 – May 5, 2039.
• Sublease of 251 Chester Airport Rd. — Peninsula Fire Protection District (PDF). January 1, 2026 – January 1, 2028.
• Cell Tower Ground Lease and First Amendment — TowerCo VI, LLC (PDF). Ground lease signed December 2024; First Amendment May 2025.
