Help with water bills
California’s water bill assistance program for low-income households (LIHWAP) ended on March 31, 2024, and there is currently no state program that pays water or sewer bills. If a new program becomes available, we will post it here.

Help with other household bills
Lowering your other bills can free up money for your water bill. These programs are for energy bills, not water:
Low Income Home Energy Assistance Program (LIHEAP): help with heating and electric bills. Call the California Department of Community Services and Development at (866) 675-6623.
PG&E CARE and FERA discounts: monthly discounts on PG&E bills for income-qualified households. Call PG&E at (866) 743-2273 (CARE) or (877) 302-7563 (FERA).
Plumas County Department of Social Services: general assistance programs for families, 270 County Hospital Road, Suite 207, Quincy. Call (530) 283-6350.
