Ethics, Training and Financial Disclosure Records

California law requires Board members and certain other local officials to complete ethics training, harassment prevention training and, beginning in 2026, fiscal and financial training, and to file a Statement of Economic Interests (Form 700). Chester Public Utility District keeps records of when each official completed training and who provided it, and keeps the Form 700s each official files. This page posts the certificates and statements on file and explains how to request any of these records.

Records you can request

  • Ethics training records for Board members and other covered officials, showing the date each training was completed and who provided it.
  • Fiscal and financial training records for covered officials. Officials serving on January 1, 2026 have until January 1, 2028 to complete their first fiscal training, so some of these records may not exist yet.

Statements of Economic Interests (Form 700)

Board members file a Statement of Economic Interests (Form 700) with the District each year, when they take office, and when they leave office. Full, unredacted copies are public records and are available at the District office on request.
