Elections and Vacancies
How Directors are chosen
Chester Public Utility District is governed by five Directors elected by registered voters who live in the District. Directors serve four-year terms. Elections are run by Plumas County Elections, not by the District.
All five current terms end on December 3, 2027. The election for those seats is expected in November 2027; Plumas County Elections sets and confirms the official election date. Newly elected Directors take office at noon on the first Friday in December after the election.
How to run for the Board
- To serve on the Board, you must be a registered voter who lives within the District.
- Candidates file a Declaration of Candidacy with Plumas County Elections, 520 Main Street, Room 102, Quincy, CA 95971, (530) 283-6256. The County does not post the form online; filing papers are issued in person at the Elections office once the filing period opens. See the County's Becoming a Candidate page for the step-by-step process.
- Filing generally opens about 113 days before the election and closes 88 days before it. If an incumbent does not file, the deadline for that seat is extended by five days.
- Plumas County Elections publishes the exact dates for each election and can answer questions about eligibility and paperwork. Special district elections in Plumas County are held in odd-numbered years; see the County's Uniform District Elections page.
When a seat opens between elections
- The District posts a notice of the vacancy in at least three public places for at least 15 days and notifies the County.
- Interested residents submit a letter of interest to the District.
- The Board then has 60 days to appoint someone at a public meeting or to call a special election. If it does neither, the Plumas County Board of Supervisors may fill the seat.
- Depending on timing, the appointee either serves until the next regular election or completes the rest of the term.
Most recent example: after Director Steve Voboril resigned, the District posted a notice of Board vacancy on April 1, 2026, and the Board appointed Justin Bottini at a public meeting to complete the term.
