Board Members
Chester Public Utility District is governed by a five-member Board of Directors elected by District voters to four-year terms. The Board sets District policy, adopts the budget and water and sewer rates, and appoints the General Manager, who runs day-to-day operations.
The rules the Board follows
- Public Utility District Act (California Public Utilities Code section 15501 and following): the state law that created the District and defines the Board's powers.
- Ralph M. Brown Act (California's open meeting law): the Board makes decisions only in public meetings. Agendas are posted at least 72 hours before regular meetings, and a majority of the Board may not discuss District business privately, including by email or text.
- Conflict of interest laws: Directors file a yearly Statement of Economic Interests (Form 700), may not take part in decisions that affect their own finances, and may not have a financial interest in District contracts.
- Required training: Directors complete ethics training and harassment-prevention training every two years. See Ethics and Fiscal Training Records.
- District policies: Code of Ethics (Policy 4010), Conflict of Interest (Policy 1020), Board Member Attendance (Policy 4020), Board Compensation and Reimbursement (Policy 4030), and the Board meeting policies on meetings (5010), agendas (5020) and conduct (5030).
