Board Meeting Recordings

Does the District livestream or post recordings of Board meetings?

No. California's open meeting law, the Ralph M. Brown Act, does not require the District to livestream its Board meetings or post recordings online.

In 2026, an update to the Brown Act (Senate Bill 707) added new remote-participation requirements, but only for the largest local agencies. For special districts, that means districts with more than 200 full-time employees that also have very large budgets or service areas. Chester Public Utility District is a small district and is not covered by those requirements.

Does the District record its meetings?

Yes. The District has recently begun recording Board meetings to help staff prepare accurate minutes. Any recording the District makes is a public record. You may request a copy through a public records request.

The approved minutes are the official record of each meeting. Agendas, packets and minutes for all current meetings are posted on Agendas & Minutes on CivAssist.

Can I record a meeting myself?

Yes. Anyone attending an open meeting of the Board may record it, as long as the recording does not disrupt the meeting.

How can I take part in a meeting?

Board meetings are open to the public. Meeting dates, times and locations are listed on each agenda, which is posted at least 72 hours before a regular meeting. Public comment is welcome on any agenda item and on matters within the Board's authority.
