Chester Public Utility District is governed by a five-member Board of Directors elected by District voters to four-year terms. The Board sets District policy, adopts the budget and water and sewer rates, and appoints the General Manager, who runs day-to-day operations.

We provide drinking water and wastewater (sewer) service to about 2,100 residents of Chester and the Lake Almanor Basin in Plumas County.

Chester Public Utility District is run by a small staff that operates the water and wastewater systems, handles billing and customer service, and supports the Board of Directors.

A special district is a local government formed to provide specific services to a specific area. Special districts are run by their own boards, answer to the voters and ratepayers they serve, hold public meetings under the Brown Act, and report their finances to the State Controller every year.
